Any good online letter templates?

I'm basically trying to see if I can find a website that does the following -

A. uses proper letter formatting
B. allows you to incorporate a .gif for a watermark
C. will export the entire letter itself into a JPG for web distrobution, at a resolution suitable for printing on 8.5 x 11 paper.

I've checked the IPO jockeys (Google) but found nothing that meets my stringent criteria.
