What about PS1 and PS3 downloads?

Starting today, PlayStation Now users will be able to stream as well as download PlayStation Now games to their PlayStation 4 in order to play both locally and offline, Sony Interactive Entertainment announced.

Almost all PlayStation 4 games in the service, as well as the PlayStation Now lineup of PlayStation 2 games emulated for PlayStation 4, support this new feature.

If you have already started a game via streaming on PlayStation Now and want to continue playing locally on your PlayStation 4, you can transfer your save file from the PlayStation Now cloud to your console with a PlayStation Plus membership (a PlayStation Plus membership is not required to sign-up for PlayStation Now itself).

Sony noted that while downloaded games are playable offline, you will need to connect your PlayStation 4 to the Internet every few days to verify your PlayStation Now subscription.

useless service ever,now they doing that cuz no one pay this stupid streaming service.

The PS3 in itself is not region encoded, it's the games that are locked or "free". Yes, all PS3 models (slim & phat) plays PS1 games and like many said, they are region locked (for PS1, not PS3 games), in order to play a NTSC version of the game, you'll need the NTSC system or just get the PAL version of the game.
