So the dealing begins. I may be able to get a 700 w PSU. Anyone know if the EVGA Geforce 1950 GT is any good? Haven't seen benchmarks in the 256 MB version.

Remember those are with full detail. You can add 20-30fps just by removing a lowering a couple things. Check the prices of the cards and the performance before you decide on something. I still think the 1950 is a waste of money if you plan to play older games and then upgrade to dx10 in a year or so.

It's all down the the video card now. I've settled on everything else.

I'm looking at the 256 mb EVGA Geforce 7900 GS as the cheapo, the 256mb EVGA 7950 GT as mid, and the Sapphire 256mb X1950 XT as my high end one (there are effectively $50 Cdn. increments per card).

I have a question about the dual core/quad core processors, when they say 1.8 ghz or 2.8 ghz or whatever the ghz, is that per core or altogether?

That is the clock speed of each core. When using multi-cores or multi-processors you don't add the two together as you're not going to get double the speed, only double the processes. Unless your application is designed to use both processors it's going to be done by one of the two cores (the one with the least amount of load on it).

ahhh gotcha, so if I bought a 1.8 ghz dual core, unless I own stuff that use both cores, it's only going to run at 1.8 ghz still.

Is it worth it to buy a dual core processor yet? I'm one of those newbs that only knows to buy a processor based off ghz, damn you intel, damnn you.

I'm planning on building my next computer very soon.
