It's a cloud-based Phantasy Star Online 2.

Sega announced Phantasy Star Online 2: Cloud for Switch during today’s Japanese Nintendo Direct broadcast. It will launch in Japan in 2018 .

The Switch version of the free-to-play massively multiplayer online RPG, which is currently available across PlayStation 4, PS Vita, and PC in Japan, will not require game data to be downloaded. It is a cloud-based version of the game.

Of course PSO2 isn't going to be localized. Sega of Japan has given up on their overseas branches when it comes to handle big releases and much less when it involves free to play games.

I'm still not convinced in cloud gaming. Needs time to get perfect and it gets very random with everything it involves.
