burpingcat this is what I would do with your budget, hdd and such were not included so.

Option 1 (pure processing I tried to include a decent video card, you can wait for prices to go down and bump up the CPU in favor or RAM and put in a cheaper video card)

I would go with the first option alot of it is very upgradeable so, those are the options I would present to myself. You can change some of it if you worry about budget.
