That is bounded to happen, Xbox One was already dead on arrival in Japan.

Takashi Sensui, general manager of Microsoft’s Xbox division in Japan, will resign his position after eight years on November 30, Microsoft announced.

Despite his retirement from Microsoft Japan, Sensui will continue his position as a general manger of the interactive entertainment business for Microsoft in America.

Sensui first joined Microsoft in 2002. and began his position as head of Xbox in Japan in April 2006, where he stayed for eight years.

A successor was not announced. Nor was a reason for Sensui’s retirement.

Well, his plans failed on both the 360 and the X1. It makes sense. He was out of ideas.

With that said, dunno what can be done. From my point of view the strategy used on the first years of the 360 was the correct one, wether it angried longtime sony and nintendo fans or not, it needed to carry on. The microsoft management at the higher level failed him there when it was no longer possible to continue funding those exclusives.
