The House of the Dead III also goes 18+ Only in Japan, according to CERO of Japan.

Does this game really need to get this rating?!

The CERO rating system divides games into four categories:
- all ages
- 12+
- 15+
- 18+

Considering that the US is the most lenient as far as violence goes (compared to Europe and Japan), and that HotD3 was rated 17+ by the ESRB in America, it's not surprising that it was rated 18+ in Japan.

The CERO system hasnt been in place long enough for us to see how it really works. I mean, I'd like to see what kind of games they'd slot into the 12+ and 15+ categories.
